Robert Mueller Resigns, Says Charging Trump With Crime Was ‘Not an Option’

Pelosi has faced accusations from fellow Democrats of holding off on impeachment for political reasons, while House Oversight Committee Chairman Elijah Cummings, D-Md., told members at a meeting last week to keep vulnerable freshman lawmakers in mind as they decide how to proceed with investigations or impeachment.

"The Congress will continue to investigate and legislate to protect our elections and secure our democracy", the California Democrat said. "No one, not even the President of the United States, is above the law". Mueller claimed that the attorney general acted in "good faith" in making a decision to wait until he could release the bulk of the report rather than to immediately make public the summaries Mueller's team had provided.

Several Democratic presidential candidates took it from there, saying for the first time that the House should begin impeachment proceedings against President Donald Trump.

Trump tweeted shortly after Mueller's remarks saying, "Nothing changes from the Mueller Report".

Mueller's statement came amid demands for him to testify on Capitol Hill about his findings and tension with Attorney General William Barr over the handling of Mueller's report.

The inquiry concluded there was no collusion between Russian Federation and the Trump campaign, but did not exonerate the president of obstruction of justice.

White House press secretary Sarah Sanders issued a statement after Mueller's remarks, asserting that "the report was clear - there was no collusion, no conspiracy - and the Department of Justice confirmed there was no obstruction".

"Beyond what I've said here today and what is contained in our written work, I do not believe it is appropriate for me to speak further", he said.

Mueller, speaking before reporters at the Department of Justice, said he will make no further comments about the investigation.

"Charging the president with a crime was therefore not an option we could consider", he explained.

Mueller on Wednesday said he could not charge Trump with a crime of obstruction of justice, citing a longstanding Justice Department policy that says a sitting president cannot be indicted. He said Wednesday that Congress could invite him - but said he wouldn't stray from the findings of the report.

Congressional Republicans, meanwhile, rallied behind Trump and stuck to their previous stance that the Mueller investigation that the case has been closed.

That report found no criminal conspiracy between the Trump campaign and Russian Federation to tip the outcome of the 2016 presidential election in Trump's favour.

Mueller said that, having detailed at least 10 possible acts of obstruction by Trump, it was not possible to say the U.S. leader committed no crime. He also said he has little interest in testifying in front of Congress.

The most important American who has exhibited indifference to that allegation, of course, is the one who bears the chief responsibility for protecting the nation from such attacks: the president.

Peter Carr, a spokesman for the special counsel, told The Guardian, "The documents that you've described do not exist".

Some House Democrats were signaling their intention to possibly back impeachment proceedings by midday Wednesday.

A redacted version of the report was released in April, and the report did not make a conclusion on whether Trump had committed obstruction of justice but did not exonerate him, either.
