International Red Cross ready for Venezuela humanitarian aid operation

National Security Adviser John Bolton made the statement, two days after U.S. President Donald Trump said Russia "has to get out" of Venezuela, and following the recent arrival of Russian military personnel there.

If Vladimir Putin decides to establish or expand any kind of operations there, the United States would consider the move to be a "direct threat" to worldwide peace, Reuters reported.

According to Guaido, Maduro is paying Russian troops in gold for their presence in the country.

Venezuela has also been mired in a political crisis as dozens of nations have recognized Juan Guaido, the head of Venezuela's National Assembly, as the country's rightful leader, arguing Maduro's 2018 re-election was illegitimate.

The White House on Friday warned Russian Federation and other countries backing President Nicolas Maduro against sending troops and military equipment to Venezuela, saying the United States would view such actions as a "direct threat" to the region's security.

"This looks like a real opportunity and we think it is a response to the efforts that interim president Guaido has been making", said the envoy, Elliott Abrams.

Earlier this year, the Trump administration slapped sanctions on state-owned oil company Petroleos de Venezuela, known as PDVSA, to try to cut off revenues to Maduro.




Washington is particularly keen to end deliveries of gasoline and refined products used to dilute Venezuela's heavy crude oil to make it suitable for export. Trump added that Moscow is well-aware of the US stance.

Electricity has slowly been restored following a blackout on Monday that left most of Venezuela's 24 states without power.

"Thank you all for making Venezuela your cause because today Venezuela is a cause of humanity, life or death, liberty or dictatorship and it's an act of humanity to such a level that Venezuela has united the world, even Democrats and Republicans, for the same cause", Rosales told members of the Florida congressional delegation in Spanish on Wednesday on Capitol Hill.

Rocca added that the Red Cross would consider delivering aid now being stored on the Colombian and Brazilian sides of the border with Venezuela, as long as it meets the protocols of the humanitarian organization.

The Red Cross "can never accept interference from other actors", Rocca added, saying that Venezuela was a deeply polarized country and it was vital that no one take advantage of the aid.

When asked by Rep. Salud Carbajal whether the White House intends to use the USA military to resolve the situation in Venezuela, Shanahan told the California Democrat, "That's not my understanding".
