Speaker thwarts third vote on May's Brexit deal without 'substantial' changes

Speaker thwarts third vote on May's Brexit deal without 'substantial' changes

But after the Speaker, John Bercow, ruled the prime minister can not put her deal to parliament unchanged for a third "meaningful vote", her spokesman conceded it is now too late to leave with a deal.

As the Prime Minister's deal has twice been resoundingly defeated in parliament, speaker John Bercow said the government can not ask MPs for a third go, unless the deal has changed.

Precedents dating back to 1604, show that substantially similar proposals can not be voted on in the House of Commons a few times during the same session of parliament, Mr Bercow highlighted.

"The fact a number of Members of Parliament have said that they will change their votes points to the fact that there are things that are different".

European leaders have maintained that a delay would only be granted if Mrs May had a plan, with Mr Barnier reiterating the point this afternoon, saying, "What would be the objective and outcome of an extension, and how can we be sure that at the end of a possible extension we are not now back at the same situation as today?" But leaders have yet to discuss their preference for a short delay - until the end of June - or a longer one until the end of this year, or even 2020.

The Speaker's ruling, announced in an unexpected statement to the Commons, throws a further obstacle in the way of the Prime Minister's scramble to get a deal agreed by the scheduled date of Brexit on March 29.

But Roth also echoed comments in Berlin by Chancellor Angela Merkel, the EU's pre-eminent leader, who said she would "fight to the last minute" until midnight (2300 GMT) on March 29 to ensure an orderly exit for the EU's second-ranked economy.

A minister close to the PM tells me the cabinet expects the EU to grant the United Kingdom a Brexit delay of nine months - which would of course require the United Kingdom to participate in May's elections to the European Parliament.

Market analysts Naeem Aslam at Think Markets said: "Basically, we have more uncertainty in the market, now the government will have to come back with substantial changes (which is literally impossible) in relation to the deal otherwise it means a prolonged delay".

No - even if MPs pass the deal this week there is no practical way to get all the necessary laws through in time.

Brexit Latest: Third time lucky for Theresa May's deal?
British PM warns of possibly indefinite delay to Brexit

In Brussels, Germany's Europe Minister Michael Roth complained that European Union patience was being sorely tested by London but adopted a softer tone than Paris, saying Germany's main aim was to avoid a no-deal Brexit, which would disrupt business across the continent.

"We would be more concerned if the European Union leaders were not able to reach a consensus around an extension (10% probability)".

May already faced an uphill task to get her deal past parliament, requiring 75 MPs to change their minds.

Her foreign minister, Heiko Maas, said: "If more time is needed, it's always better to do another round than a no-deal Brexit".

The deal was rejected by 230 votes in January and by 149 votes last week.

"This is a moment of crisis for our country". In a Comres survey in the Telegraph, almost half of respondents said Britain would ultimately thrive if it left without a deal.

Following her defeat, MPs also voted to rule out a no deal and in favour of extending Article 50 an thus delaying Brexit.

The move appears to end Theresa May's hopes of winning support for her deal on the eve of this week's EU Council.

He told the BBC that one way to bring May's deal back for a vote in the House of Commons could be prorogation - ending the parliament session prematurely and starting a new one.

May's spokesman said on Tuesday the prime minister was writing to European Council President Donald Tusk to ask for a delay.
