McConnell: Enough Senate votes to reject Trump's wall move

Senate Majority Leader Mitch McConnell (R-Ky.) said on Monday he expects a resolution to pass the Senate that would block President Donald Trump's national emergency declaration about the southern border.

"I can't vote to give the president the power to spend money that hasn't been appropriated by Congress, " Paul told guests at a GOP dinner at Western Kentucky University, according to the Bowling Green Daily News.

"We may want more money for border security, but Congress didn't authorize it. If we take away those checks and balances, it's a risky thing", he added.

Last week, the Democrat-majority House of Representatives voted 245-182 against the border emergency.

McConnell said he agreed with Republicans who have argued that the declaration could set a precedent for future Democratic presidents to declare emergencies on issues on which they cannot have their way in Congress.

A resolution that would terminate Trump's declaration was passed in the House on February 26 by a vote of 245-182 and with Paul's vote and several other Republican defections, could pass in the Senate.

If the resolution does reach Trump's desk, the US leader has promised to veto it, which would represent his first use of veto powers while in office. And it appears to have at least 51 votes, which is enough to pass in the Senate but not enough to override a presidential veto.




Under the declaration, Trump would divert $3.6bn from military construction to erect more border barriers, having been denied his requested funding by Congress, after a 35-day government shutdown over the issue.

Paul joined GOP Sens. None of the undecided senators can do anything either to spare Trump the inevitable veto or, in all likelihood, to prevent Trump from proceeding with his plans to build the wall.

"Some of us are having a discussion with the White House to see if we can get this done, spend what needs to be done, secure the border, but not actually upset the constitutional order of things", Toomey said Monday morning during an interview with Harrisburg radio host R.J. Harris on WHP 580.

So far, four GOP senators have publicly announced they would side with Democrats on the vote. Susan Collins (R-Maine), Lisa Murkowski (R-Alaska) and Thom Tillis (R-N.C.) have said they will vote for a resolution of disapproval.

While a veto by Trump would be on track to be sustained, the legality of Trump's action will also be fought out in the courts.

Tillis, in an op-ed for the Washington Post last week, echoed Paul's criticism of the order: "As a USA senator, I can not justify providing the executive with more ways to bypass Congress".
