U.S. suspends Cold War-era nuclear treaty with Russia

The United States is suspending its compliance with the Intermediate-range Nuclear Forces Treaty with Russian Federation on Saturday and will withdraw from the landmark 1987 arms control accord in six months if Moscow does not end its alleged violation of the pact, US Secretary of State Mike Pompeo said.

Mike Pompeo, the US Secretary of State, is expected to announce today that the US will pull out of the Intermediate Nuclear Forces (INF) treaty, signed by Ronald Reagan and Mikhail Gorbachev in 1987. Tomorrow that time runs out.

NATO said that if Moscow failed to destroy all new missile systems that Washington says violate the pact, "Russia will bear sole responsibility for the end of the treaty".

The dispute is aggravating the worst U.S. -Russia frictions since the Cold War ended in 1991. Pompeo said in early December that the U.S. was giving Russian Federation two more months to get back in compliance with the treaty.

Washington has said that if Russian Federation does not return to compliance, it will start the six-month process of leaving the pact from February 2.

Pulling the plug on the INF pact, however, risks aggravating relations with European allies, who share the administration's view that Russian Federation is violating the treaty but who have not endorsed a United States withdrawal. Signed in 2011, the strategic arms treaty limits the number of US and Russian nuclear warheads and delivery systems, and it is due to expire in early 2021 unless Washington and Moscow agree to extend it. The missile, the Novator 9M729, is known as the SSC-8 by the North Atlantic Treaty Organization (NATO). China was still a small and unsophisticated military power in the mid-1980s, and not a signatory to the treaty that was negotiated between the United States and a rapidly weakening Soviet Union. Leaving the treaty would allow the Trump administration to counter the Chinese, but it's unclear how it would do that. During that time, Russian Federation will have another opportunity to return to compliance by destroying the missiles which are allegedly in violation.

"We have, but one side hasn't". The Trump administration is expected to announce as soon as Friday that it is withdrawing from a treaty that has been a centerpiece of superpower arms control since the Cold War.

But a senior administration official said any new missiles were still in the research and development phase and deployment was far from imminent. "We need to make sure that we respond as an alliance, all 29 allies, because all allies are involved and all allies are affected".
