U.S. Indicts Two Chinese Hackers on Economic Espionage Charges

New Zealand has joined a growing list of countries accusing China of cyber theft.

Regardless of any actual crimes they may have committed, the charges brought against China's hackers Thursday will undoubtedly play a role in the negotiations.

China has reacted sharply on United States and UK accusations on Chinese government hackers on a large scale on cyber theft.

The group succeeded in stealing the "personally identifiable information" of more than 100,000 Navy personnel, including social security numbers, dates of birth and salary information, the indictment says.

"This is a catalytic event for Australia and an opportunity for all parts of our economy to lift the levels of cyber protection for all Australians, to make Australia the safest place to live, work and play online", said Alastair MacGibbon, the head of the Australian Cyber Security Centre and the government's National Cyber Security Advise.

According to the indictment, filed in a federal court in NY, the group has been conducting extensive campaigns of global intrusions into computer systems since at least 2006.

In a joint statement, US Secretary of State Mike Pompeo and Homeland Security Secretary Kirstjen Nielsen expressed their government's concern about an activity they believed violated the 2015 cyber commitments between Beijing and Washington.

The information suggests that the Chinese hackers managed to gain access to a minimum of 45 US authorities and major technology companies.

APT 10 allegedly achieved this by targeting and compromising third-party service providers used by companies to store, process, and protect commercial data, including intellectual property and other confidential business information, in at least a dozen countries.




"Our message to governments prepared to enable these activities is clear: together with our allies, we will expose your actions and take other necessary steps to ensure the rule of law is upheld", Hunt said.

"We want China to cease its illegal cyber activities and honor its commitment to the worldwide community".

"This campaign is one of the most significant and widespread cyber intrusions against the United Kingdom and its allies uncovered to date, targeting trade secrets and economies around the world".

The Justice Department said the two hackers, Zhu Hua and Zhang Shilong, worked for the so-called APT10 group which Washington, London and other allies say is backed by China's Ministry of State Security.

Those cases involved both hacking and recruiting insiders to steal data and IT system passwords.

A statement from Chinese Foreign Ministry spokeswoman Hua Chunying described the "unwarranted accusations" as a serious violation of the basic norms of worldwide relations that was harmful to China-US cooperation.

China described those claims as "purely made out of thin air", warning other countries to "stop deliberate defamation of China, so as not to damage. bilateral relations".

"We may never know how many companies were impacted", said the source, who spoke on condition of anonymity because he was not authorised to comment on the attacks.

The action also comes just weeks after the United States and China agreed to talks aimed at resolving an ongoing trade dispute that threatens global economic growth.

After a 2014 indictment against five alleged Chinese hackers, and a subsequent agreement with the US, Beijing at least temporarily reduced its hacking activity, Silvers said.
