Trump Says Shutdown 'Totally Up To The Democrats'

The US government is heading for a partial shutdown unless President Donald Trump and Congress can cut a deal on their long-running battle over Trump's demand for a wall on the border with Mexico.

Mr. Trump's veto vow sent House Republicans scrambling.

GOP leaders - who didn't think they could get a majority of votes for the border wall - sweetened the bill by adding nearly $8 billion in disaster relief money, to help areas in the South hit by hurricanes, and places out West which have suffered from wildfires.

In a series of early-morning tweets on Friday, Trump urged Senate Majority Leader Mitch McConnell to take up the amended bill from the House. She is poised to become House speaker on January 3 and had warned Trump in a televised Oval Office meeting last week that he wouldn't have the votes for the wall. And Trump is saying that if enough Senate Democrats don't go along with a House-passed plan that includes the border money, then it'll be a "Democrat Shutdown!"

His move may have been influenced by members of the House Freedom caucus, some of whom have publicly called on the Republican president to stick to his guns on wall funding.

In August, Sen. Joe Donnelly (D-Indiana) told Politico: "I actually voted for border wall funding three different times".

Senate Majority Leader Mitch McConnell's proposal that passed the Senate the day before had the backing of the top congressional Democratic leaders Nancy Pelosi and Chuck Schumer, and top congressional Republicans had indicated on Wednesday they were optimistic that the President would sign the measure.

The Senate was able to proceed on a vote on the House spending bill containing $5 billion for the wall, however the final vote on its passage failed 48 to 47.

Last week, the president said he would be "proud" to shut down the government if Democrats did not agree to his demands for $5 billion for the wall.




"We are very hopeful that the Senate will come through and help protect the American people", White House spokeswoman Sarah Sanders told Fox News.

A partial shutdown would force federal parks to close unless the government also declares them an essential service.

Collins is just one of many republicans who have turned against Trump because of his latest presidential stunt.

'Shutdown today if Democrats do not vote for Border Security!' he said in a tweet.

Trump has voiced increasing frustration that Congress has refused his request for a $5-billion down payment on the $20-billion wall he says will thwart illegal immigration.

White House correspondent for The Hill Jordan Fabian weighs in on the battle over the budget and the quickly approaching shutdown deadline.

Pelosi, however, argued during a press conference on Thursday that the situation was descending into a "meltdown" among Republicans. Their only viable options on Friday are either to pass the so-called "clean" spending bill already passed by the Senate or to let the government shut down as Trump recently said he would be "proud" to do. "Wall funding is a nonstarter".

Without resolution, government funding for various departments expires at midnight on Friday. They warn that "caving" on Trump's repeated wall promises could hurt his 2020 re-election chances, and other Republicans' as well.

The Senate is expected to reject the legislation - leaving the government without funding for agencies including the Departments of Homeland Security, Justice, and Agriculture.
