Facebook allowed tech firms special access to user data, documents show

Facebook weighed charging other apps for access to its developer tools, including the friends lists, if they did not buy a certain amount of advertising from Facebook, according to the emails.

A UK Parliament committee accused Facebook on Wednesday of cutting special deals with some advertisers to give them more access to data as it released 250 pages worth of documents on the tech giant's internal discussions about the value of users' personal information.

Internal emails at Facebook Inc., including those involving Chief Executive Officer Mark Zuckerberg, were published online by a committee of United Kingdom lawmakers investigating social media's role in the spread of fake news. "I think we leak info to developers, but I just can't think of any instances where that data has leaked from developer to developer and caused real issue for us", chief executive Mark Zuckerberg said in 2012, describing nearly exactly the kind of behaviour that would lead to the Cambridge Analytica scandal years later.

In yet another email, Zuckerberg personally approved Facebook cutting off Twitter-owned video service Vine from accessing certain friend data.

In the summary of findings, Damian Collins, chairman of the British Digital, Culture, Media and Sport Committee that investigated Facebook over the Cambridge Analytica data scandal earlier this year, promptly calls out the social network's data privacy practices. "Do we make it easy for devs to use our payments/ad network but not require them?"

"We don't feel we have had straight answers from Facebook on these important issues, which is why we are releasing the documents", Collins said on Twitter.

Parliament seized the documents from now defunct app developer Six4Three at the end of November during a trip by the company's founder to London.

The committee received the documents from app developer Six4Three, which had acquired the files dating from 2013-2014, as part of a USA lawsuit against the social media giant.

Zuckerberg in 2012 underestimated how much giving developers access to data could be a risk. "Like any business, we had many internal conversations about the various ways we could build a sustainable business model for our platform", Facebook said in an emailed statement. With regards to Onavo, Facebook argues "we've always been clear when people download Onavo about the information that is collected and how it is used, including by Facebook".

Facebook had been aware that an update to its Android app that let it collect records of users' calls and texts would be controversial.

The documents had been sealed by a California court.

Bloomberg's Aoife White contributed.
