Emergency Alert To Hit Cell Phones This Afternoon

The WEA portion of the test will commence at 2:18 p.m. EDT. Eastern (1:18 p.m. Central) and the EAS message will be sent two minutes later, at 2:20 p.m. "No action is needed", the message states. The national test will use the same special tone and vibration as with all WEA messages (i.e. Tornado Warning, AMBER Alert).

This alert was originally scheduled for September 20, but rescheduled for Wednesday after Hurricane Florence. The Wireless Emergency Alert System does not provide for such an option, as it's sole objective is to reach everyone.

FEMA invites the public to send comments on the nationwide EAS-WEA test to FEMA-National-Test@fema.dhs.gov. The goal is to have phones get the alert at the same time.

During a real emergency, tune in to KNIA/KRLS for more information. Users cannot opt out of receiving the test message.

So if there's no soundbite from the commander-in-chief, why call it a Presidential Alert?

Three New York residents last week filed a lawsuit in the Southern District Court of New York against President Donald Trump and William Long, administrator of the Federal Emergency Management Agency. It will ask just four questions: did you receive the alert, where you were when the alert went out, who your cell phone service provider is, and what type of phone you have.

Wednesday's alert, however, was the first national alarm sounded by the Federal Emergency Management Agency and the Federal Communications Commission under an act of Congress approved in 2006 during the George W. Bush presidential administration.

But the move has prompted a lawsuit in NY, which says that presidential alerts are a "violation of Americans' First and Fourth Amendment rights to be free from Government-compelled listening, as well as warrantless, non-consensual trespass into and seizure of their cellular devices". "No action is required".

Most people knew it was going to happen but didn't know what to expect.

"It should be reserved for true situations, true emergencies when we need to get the public's attention", former Secretary of Homeland Security Jeh Johnson said, adding it is created to be used very specifically - and rarely. Unlike the Amber and weather alerts, the presidential alert can't be turned off. We talked to people about how they feel about these emergency alerts.

The message was also scheduled to appear on some smartwatches connected to cell phones, FEMA said.
