Senate majority leader announces 2-year budget accord

Democratic Illinois Rep. Luis Gutierrez said if his party's leaders back the deal without addressing immigration first, it would be "a complete betrayal".

If that failed, the U.S. government would suffer its second shutdown this year after a partisan standoff over immigration policy led to a three-day partial shutdown last month. The deal appeared to have bipartisan support in the Senate, but it could face resistance among conservative House Republicans concerned about the deficit impact.

"I am all in for the proposal that was explained to me", Republican Senator Lindsey Graham of SC said as he came out of McConnell's office.

"This bill is the product of extensive negotiations among congressional leaders and the White House", said Senate Majority Leader Mitch McConnell at the Senate floor on Wednesday. If lawmakers can not pass a temporary funding measure by the end of Thursday - either by itself or tied to a budget pact - the government would shut down for the second time this year. "This still also increases budget caps, ends the sequester, and provides certainty for the next two years", she added.

But Pelosi said on the House floor that because House Speaker Paul Ryan has yet to promise an immigration vote, the emerging budget pact "does not have my support, nor does it have the support of a large number of members of our caucus". House Freedom Caucus Chairman Mark Meadows, R-N.C., told reporters on Monday that it would be hard for conservatives to support that plan.

US federal government is running on a short-term spending bill which expires on February 8.
