And even if Republicans were to use the nuclear option, it is unclear whether they would be able to pass the funding bill along party lines, as four Republicans voted against it on Friday and five Democrats voted for it.

As Democrats wanted a secure future for CHIP, the Republicans have questioned how they could vote against a bill which they say does just that.

Trump early on Sunday encouraged the Senate's Republican leaders to invoke the "nuclear option" - a procedural manoeuvre to change the chamber's rules to allow passage of a budget by a simple majority of 51 votes to end the shutdown.

A shutdown occurs when the government fails to pass a funding plan, which leads to many government services being frozen and numerous staff being told not to work.

By Saturday night negotiations on both immigration and to reopen the government still hadn't progressed.

During the last lapse in federal funding in 2013, Mr. Trump said it was the president's responsiblity to resolve the impasse.




After the fateful vote, the Republicans and Democrats launched a full-scale blame game.

Democrats opposed the short-term spending bill because it did not include protections for undocumented immigrants brought to the USA illegally as children and also did not address a broad array of other domestic spending priorities.

But, Schumer added, "There are various compromises being bandied about, and I'm always willing to listen to compromises".

"Let's step back from the brink, let's victimizing the American people, and get back to work on their behalf", Mr. McConnell pleaded.

Republicans and Democrats spent the weekend trying to strike a deal, but a vote at midnight leading into Monday was suspended for lack of an agreement. "But they can go nowhere until Senate Democrats realize that the extreme path their Leader has charted leads them nowhere".

A deal appeared likely on Friday afternoon, when Trump seemed close to an agreement with Senate Democratic leader Chuck Schumer on a measure to prevent the expulsion of undocumented migrants who arrived in the country as children.
