The US government declared its relief efforts in Puerto Rico were succeeding but people on the hurricane-devastated island said help was scarce and many residents were desperate for fresh water, food and electricity.

Russel Honore, highly lauded for commanding the military response after another big storm, Hurricane Katrina in 2005, said the military deployments to Puerto Rico should have begun at least four days earlier. "The relief effort is under control", she said.
