Venezuela using excessive force to suppress protests, says UN

The ANC also approved an agreement rejecting the unilateral measures imposed by the US government against Venezuela and reflected its support for President Nicolas Maduro against foreign threats.

The document is a response to the "superpower" made up exclusively of Chavistas and has taken control of the Venezuelan government, initiating a series of political persecutions that have resulted in the arrest of several opposition mayors, as well as the dismissal of the Attorney General of the Republic, Luisa Ortega Díaz.

The opposition to President Nicolas Maduro also faced another fight Wednesday before the government-stacked Supreme Court, which scheduled a hearing on charges against a Caracas-area opposition mayor.

"Witnesses spoke of security forces firing tear gas and buckshot at anti-government protesters without warning".

The declaration was presented by Peruvian Foreign Minister Ricardo Luna, who told reporters "what occurred in Venezuela" - the installation of the constitutional assembly - "is a decisive rupture" in the country's political situation and "what we have now is that Venezuela is a dictatorship".

The Latin American Foreign Ministers bloc on Tuesday also said the Venezuelan National Constituent Assembly convened by President Nicolas Maduro and tasked with drafting a new Constitution was "illegitimate".

Ten others fled when the gunfight began, and are being hunted down. As a counter to the Peru meeting, he was hosting a meeting of foreign ministers from the Bolivarian Alliance, a leftist coalition of 11 Latin American nations.

New Constituent assembly will rewrite the constitution.

The Treasury Department says seven are current or former Venezuelan government officials.

The responsibility for human rights violations in Venezuela "lies at the highest level of government", the United Nations human rights office has said.

Venezuelans voted on July 30 and elected a 545-member constituent assembly that gave Maduro new powers by dissolving state institutions.

The assembly was expected to gather at the legislative palace in Caracas for the first time since voting Saturday to remove the nation's outspoken chief prosecutor, a move that drew condemnation from numerous same regional government that are sending representatives to the meeting in Peru's capital.

Sunday's raid on the army base in Valencia, the country's third largest city, heightened fears that Venezuela's crisis could tip into some form of armed conflict.

Since the disputed election, security forces have stepped up their presence.

"There are indications of growing discontent in the middle ranks of the police and soldiers, even though military commanders remain allied to the government", said Diego Moya-Ocampos, of IHS Markit Country Risk in London.
