China's Xi says wants to appropriately handle disputes with South Korea

Beijing, meanwhile, likely hopes to win big concessions from Moon, and Tokyo worries he'll upset a delicate arrangement meant to settle the two countries' hard past.

Here's a look at how South Korea's neighbors see Moon, Seoul's first liberal leader in a decade, as he pushes an ambitious, possibly jarring foreign policy.

Katherine Moon is a Korea expert with the Center for East Asia Policy Studies at the Brookings Institution in Washington, D.C. She said a policy of engagement might help North Korea, but hurt efforts by the US and allies in East Asia.

The Ministry of Unification said that the detailed report contrasted with its one-sentence dispatch in December 2012, when the former conservative President Park Geun-hye was elected.

South Korea's relationship with China has been tense in recent months due to the deployment of the US missile defense system THAAD, which China sees as compromising its military interests. They have already felt the loss from the cooling of ties since the deployment of the Terminal High Altitude Area Defense (THAAD) anti-missile system. But challenging Washington over THAAD might be hard for Moon.

"The new South Korean government will actively communicate with China on these issues and seek appropriate resolutions", the statement quoted Moon as saying.

However, It is unclear if the missile test is meant to serve as a warning for the United States or North Korea.

Mr. Moon doesn't seem to be a clichéd naive liberal.

"I would like to work with you to ensure the development of Sino-South Korean ties better benefits the two countries and peoples", the president added.




The new president said he would increase efforts to ease tensions on the Korean Peninsula.

Moon believed "history education must no longer be used for political purposes", Yoon said.

In addition to renewed attempts at inter-Korean dialogue, Moon has also pledged to balance diplomatic and economic ties with the U.S., China, Japan and Russian Federation.

Moon, who was a close aide to Roh Moo-hyun, South Korea's last leader to adopt a "sunshine" policy of diplomatic and economic outreach toward the North, has called for a balance of pressure and engagement.

In a thornier conversation, Moon suggested he may scrap an agreement with Japan over that country's sexual enslavement of Korean women during World War II, according to the Yonhap news agency. Moon also calls for stronger punishment for white-collar crimes committed by chaebol owners and government officials who take bribes from them.

In the 2015 comfort women agreement, Abe issued an apology over the issue and arranged for ¥1 billion to be deposited into a South Korean foundation for the dwindling survivors.

Moon was inaugurated shortly after election officials confirmed his victory. South Korea plays a crucial role in regional stability, it said.
