Part I: Thinking through the North Korea crisis

The North says it needs nuclear weapons to protect itself and observers agree it is making progress towards a long-dreamed-of rocket capable of delivering a warhead to the U.S. mainland.

"It's a situation with concerns that North Korea could venture into a provocation anytime once again", he said during a cabinet meeting.

United States vice president Mike Pence reiterated his country's commitment to the security of Japan on Tuesday, as North Korea intensified concerns over its weapons programme with a vow to launch missile tests "every week".

Trump has vowed to prevent North Korea from being able to hit the United States with a nuclear missile.

"For my part, in some odd way, it's encouraging that they're getting the message", Pence said.

North and South Korea are technically still at war because their 1950-53 conflict ended in a truce, not a peace treaty. The vice president's tour also includes stops in Seoul, Tokyo, Jakarta, Sydney and Hawaii.

Vice President Mike Pence on Wednesday warned North Korea not to test the resolve of the US military, promising it would make an "overwhelming and effective" response to any use of conventional or nuclear weapons.




North Korea regularly threatens to destroy Japan, South Korea and the United States and it showed no let-up in its belligerence after a failed missile test on Sunday, a day after putting on a huge display of missiles in Pyongyang.

Kelsey Davenport, the director of nonproliferation policy at the Arms Control Association admitted to Business Insider that it's clear North Korea has made significant advances when it comes to nuclear warheads and ballistic missiles. Kim, his father and grandfather have established such an atmosphere of complete control and cult-like obedience with North Koreans who have been cut off from all outside information that it is hard to predict how the people would react. China is also said to have taken a similar measure in the past few days.

Someone doubtless will suggest that there are alternatives: First, perhaps we can intimidate the North Koreans into relinquishing their nuclear-strike capability. China is a close ally of North Korea and accounts for 80 per cent of the latter's foreign trade. It is rare for council members to wrangle over standard language and the dispute came amid USA and Russian tensions over Moscow's support for President Bashar al-Assad in Syria's civil war.

But that is unsafe, not only because a cornered Kim might do just about anything but also because such a strike would nearly certainly invoke Article 2 of the 1961 Sino-North Korean Treaty that legally requires China to aid North Korea in case of an attack. North Korea's authoritarian leaders have continued to conduct nuclear and missile tests, seeing the programs as crucial to their survival.

Pence pointed to Trump's recent strikes on a Syrian airbase and an Islamic State complex in Afghanistan as a warning to Pyongyang not to underestimate the administration's resolve.

It called on the reclusive state to show "sincere commitment to denuclearization and stressed the importance of working to reduce tensions in the Korean Peninsula and beyond".

North Korea watchers had also speculated that the regime was ready to conduct an underground nuclear test, but no evidence of any such activity has been detected.
